Why doesn't OneNote Offer Password Protect Entire Notebook?

Is there a good reason why Microsoft doesn't password protect OneNote as a program instead of forcing the user to use individual note passwords?

I would seem like a like of unnecessary password use could be avoided if Microsoft would pass word protect the program, not sections of it.

OneNote Released its first version, OneNote 2003, on October 21, 2003.

If you create a local notebook for OneNote, you'll find:
    1. OneNote's notebook is a Windows folder.
    2. The section group of OneNote is a Windows folder.
    3. The section of OneNote is a .one file.

In Windows, under normal circumstances, you can't encrypt a Windows folder. But it can be easy to encrypt a file.

That's why OneNote can only encrypt sections.
